I would like to start a small business and hopefully grow into a bigger one.
I have a great idea that will revolutionize the industry. I would like help paying for the fees and the costs of starting a business. If you can help me, please contact me. Thank You.

It's great that you think that you have a great idea but you are missing the point. If you want to get either a grant or an investor you are going to have to prove to THEM that your idea is worth either the grant or investor. As far as grants go you are going to at least need a business plan to show that you are serious about what it is you want to do. If you're looking for an investor then you are going to have to prepare a presentation and present it to them. While there are still lots of investors, venture capitalists and seed money available you're going to have to show them why they should either invest with you or give you a grant.
